Is the US being blackmailed?

Every time I see more money going to Ukraine. I feel like Ukraine is blackmailing JB due to the video showing JB threatening to withhold money if they don't fire someone. Ironically, then the Trump/Zelensky call was part of Trump's impeachment. There must be more to that. Is the reason why JB refuses to go to Ukraine due to the warrant?
Just random thoughts.

I am torn between this theory and the belief that Bidens are getting a huge cut of this money back in kick backs once Ukraine has laundered it.
