Only people living here legally(as citizens) should be counted in census, it goes further than voter fraud. Places like Cal who have a sheet ton of people living there but, came here illegally COUNT for total population of Cal, aka it bumps that state up for more money going in AND how many representatives they have in gov. Those representatives are NOT there representing actual, tax paying citizens but, people who should not even be here in the first place and are leaching off OUR tax money, watering down everything real thin so that near no one can actually get ahead in life. IMO I think a state should be penilized for an over population in that state of people who are here illegally, that state is not doing what it should be doing and seeing to deporting them.
