What does it mean when there is an empty call sign? Has the resident ever used the Air Force 1 call sign?

Just not squawking one, more and more common with military. It has shown AF1 before, but not often.

I havn't seen the resident's plane use AF1 call sign at all. The VP has shown AF2.
