This is extremely suspicious. I'm not saying it's absolutely false, but there are tell-tale signs that make it dubious. First of all, the hand written / filled in letters in the first line. Secondly, the font. Third, it is apparently supposed to be from a newspaper, yet what is that vertical line to the left of the photo? Notice the cut off words / dangling letters to the right of the line? What's that all about? Next, this was purported to be spoken at the WHO. Would he be so bold as to state it so plainly? Lastly, to the right of the photo there is a vertical line and to the right of that is what appears to be that stuff you get (forgot what it's called) when a copy of something is made and there is a messy area left behind. If it's true he spoke this to that group on that date, it should be verifiable.
