Yes, titanium dioxide is all over the place and I have also literally never heard of it being able to change DNA -- but also, something like that would take such a focused study that it's basically impossible to tell for sure.

You would have to isolate people from consuming or enjoying any other aspect of life to see that it was specifically titanium dioxide
