Going to neg on this a bit sorry. Firstly 40 yards in a public place full of randoms. Shooter was skilful or lucky but things could easily have gone sideways if he hit something by mistake.
Secondly here's a dead person (who was likely sick in the head or even MKultra'd) also someone else who now has to carry the burden of having taken a life. Nothing to celebrate.
Even so, a good result considering it could have been another mass casualty event.
First, most of those mall bathrooms are in an alcove or hallway. At the entrance to those is usually just a section of wall on either side. Second, as soon as the guy started firing, you know people scattered AWAY from the shooter. This gives a probable clear line of sight to engage him with minimal chance that innocents will be running between you and the shooter. With his efficiency, I’m sure the hero micro calculated all this in seconds while engaging.

He was already killing people with a bigger gun, is it not better to neutralize that target even if you might hit someone?
