It's ground-breaking because no matter how you look at it the fact of the matter is that this is likely the VERY FIRST time something like this has even been spoken about within congress. I mean they would not have DARED under Piglosi's reign to even have a private discussion about it. It represents the Paradigm shift. No reason to be against it.
