William P. Barr, Verizon Communications Inc. (NYSE:VZ) executive vice president and general counsel since the company's inception in 2000, announced plans today to retire at the end of this year. Verizon expects to name a successor soon.

Barr, 58, previously was general counsel at GTE, which merged with Bell Atlantic to become Verizon. Prior to his 14-year career in the communications industry, Barr was U.S. Attorney General under then-President George H.W. Bush.

"He has set the standard for what it means to be a superior general counsel, paving the way for the restructuring of the communications marketplace, leading the charge to deregulate telecommunications companies following the Telecom Act of 1996, and enabling a new era of consolidation and growth.

Prior to his work in the telecommunications industry, Barr was Attorney General of the United States, was on the White House Domestic Policy Staff under President Reagan, and served in the Central Intelligence Agency.

Barr started his legal career as law clerk to Judge Malcolm Wilkey of the U.S. Court of Appeals for the District of Columbia. From 1982 to 1983, he served on the White House Domestic Policy Staff under President Reagan, and then returned to the Washington, D.C., law firm of Shaw, Pittman, Potts & Trowbridge, where he practiced as a partner until 1989. Barr received a bachelor's degree in government in 1971 and a master's degree in government and Chinese studies in 1973 from Columbia University. *He received his juris doctor degree with highest honors from George Washington University in 1977. *

Washington keeps asking why the law-and-order attorney general is carrying water for a morally untethered president. The answer may lie in the youthful lessons Barr learned from his father, a combative, provocative New Yorker—not unlike Donald Trump

Many who have known and respected him for decades were baffled when he signed on to head the Justice Department. “What was he thinking?” one former colleague remarked. “Everyone knew what Donald Trump was. Barr didn’t need the job.” The president, in fact, had already tried to hire Barr as one of his personal lawyers, but Barr demurred, declaring publicly, “I didn’t want to stick my head in that meat grinder.”

Barr and his three brothers revered their father

At one point, the young Barr even declared to his Horace Mann adviser that when he grew up, he wanted to become head of the CIA.

Soon after graduation, Barr joined the CIA as a China analyst while attending George Washington law at night and married Christine Moynihan, a librarian. They would raise three daughters, all of whom would become attorneys.

Today, Beck and other classmates are mystified that Barr has appeared to bend, time and again, not to some clear-cut legal principle but to the will of Donald Trump. “I think it is an American tragedy,” Beck said.

“You seem to have been the designated fall guy,” Senator Richard Blumenthal, the Connecticut Democrat, said to Barr. “History will judge you harshly.” His face remained impervious. “His reaction and his voice were so similar, it was eerie,” Semel remembered. “I immediately thought, This is Donald Barr. He has the same glasses. He was trying to turn the clock back in time—just like his father once did. He was the Danish king, Canute, trying to hold back the waves.

When asked about his religion, he said he was “an atheist” and insisted that he be addressed as Dr. Barr, although, according to the Times, he had never completed his Ph.D. His wife, Mary, an observant Catholic, had a degree from Yale, taught at Columbia, and was an editor at Redbook.
