The American people are open to releasing Garland into a huge national forest, giving him a 3 hour head start, and then hunting him down as open season.

He'll trip over a leaf, knock himself out, then get eaten by natural predators. Save the people from wasting any energy over him. I suspect we can do that with many DC rats.
