If I only heard the audio, I would think this was Biden from a few years ago. His voice sounds stronger, and he's speaking faster and with more authority and without stumbling through every word, more like the Biden of the early 2000s. Then I look at the video and he looks completely zonked, staring ahead without blinking, and even the shape of his head looks different.
