It's an old, old idea and another thing they redefined. Originally the idea was that enough of the population was immune to something, all were protected because there weren't enough susceptible individuals to maintain a chain of transmission. However, now it means that if enough people are protected by vaccination, the herd can get by with yearly boosters.
