Excellent explanation. Interesting, the Treasurer of the US (not the Treasury Secretary (Yellen)), has been vacant since 14 Jan 2020. Wikipedia states the position as being vacant for 923 days, which is in the future. Regardless, I'm wondering what is preventing the appointment.

I noticed that some series bills have the Secretary of the Treasury signature and others have the Treasurer of the Treasury. http://www.uspapermoney.info/sign/

Not sure what to make of it.
