It was also possibly formed to divide cyber intel from the current hierarchy. As in, they have no way at all in being able to obtain the info that SF has.. the purchasing of IPs from DoD (I think) also fortifies this theory. "I'm behind 7 proxies" wouldn't be necessary if the IPs are outside of their domains
