Justices were pretty clear on the 2A. Banning weapons is out, Banning Hi-Cap and certain types of weapons is weighing intent and need. Yes there would be controversy and court cases if it passes. Precedent for limiting and a two step process (weighing intent and need) was blown out of the water and sent back to the states for current and future rulings.
