Symbolically ever since the 80s, yes. When he famously (aka widely reported) that he stopped a thug with a baseball bat by simply getting out of his limo and telling the guy to stop.

What's interesting is that Neegan from the Walking Dead is also 'the Bat Man', and symbolizes Trump. The character was portrayed far differently in the show vs comics, and it reflects the producers disdain for Trump as he was revealed to be the military candidate in 2016.
