The thing is with these evil people, they HAVE to put this shit in our faces. They have some kind of whether it be a power they can't control or some kind of rule they cannot and will not disobey for whatever reason, they have to tell us what they are doing to us. And they do, everyday through some means. I would venture this is them telling the normal population about it but making it seem like not a big deal and its never used. Would be my guess. I didn't watch it.
