The only thing I can think of even with mail in ballots (especially here in AZ) is that if you went in person to vote today and were issued a mail in ballot, you either had to drop your mail in ballot which won't be counted till tomorrow it be issued a provisional ballot that wont be counted till tomorrow.

Could this be a way to prevent a steal because they dont know how many ballots they need to steal? Idk. Just a thought.
