Wealthy elites during that time built these estates as a way of "keeping up with the Joneses," so to speak, and they would throw parties for their elite friends. I'm fairly certain there were historic photos showing this pool in use, full of water and visitors. That said, this was before the days of pool maintenance, i.e., filters, chemicals, etc., and said indoor pools became stagnant and not pleasant. It was probably filled only on certain occasions.
Yours is the first claim I've seen, and I would want to see the sauce on it. That staining is not blood...it's rust and oxides leaching out of the structure and rebar.
