I'm fairly certain there were historic photos showing this pool in use, full of water and visitors. That said, this was before the days of pool maintenance, i.e., filters, chemicals, etc., and said indoor pools became stagnant and not pleasant. It was probably filled only on certain occasions.
Yours is the first claim I've seen, and I would want to see the sauce on it. That staining is not blood...it's rust and oxides leaching out of the structure and rebar.

Ropes were to cling too, since there wasn't really a way to hold on to the side. It's like the concrete around modern pools. I saw several of the pools, and they had similar ropes.
