I think Putin had some plastic surgery (cosmetic) a few years ago (eyelid surgery and maybe some fillers). That's why the 'bloated-looking' Putin today. He's probably not sitting near people at dinners or shaking hands much because of whatever illnesses are being circulated and possibly threats against his life. I don't see any ear difference in the article, and, besides, considering the 16 year time difference between the two photos in the article, keep in mind that your ears keep growing throughout your life.
