If this guy was an insider he could give some kind of proof for a near-future event to look for, or actually make a call to action. A real insider would be smart enough to know that simply making one 4chan post wouldn't make any difference.

No clue on the type, think back to the movie War Games (1983) if you have seen it. Feed a computer enough data you can have a prediction with a great deal of accuracy with any type of scenario. I mean I can go on and on about it, but at the end of the day the technology we know about is lagging about 30 years behind the secret military programs. So quantum or not, some computer with some program is definitely altering the course of humanity to a certain extent.
