Ah, in re-reading your comment, I didn't realize a "county party" could de-certify but not the whole county? Seems to me that would lead to chaos as the party who lost the race would regularly be doing this as a political stunt if nothing else. But if this in fact the case, then you could be correct in that all these de-certs were strictly performed by the GOP within the county and I misunderstood the context of the posts.
