That's my point, they could've achieved everything they wanted:

lockdowns
economic shutdown
mass vaccination
establish medical tyranny

All with nothing more than propaganda, and inflating numbers by diagnosing anything and everything as covid, as they did anyway.

So why go through the trouble of actually developing said new virus?
