The president is saying "you CANNOT discriminate against people who declined to get injected, starting today!!! (because the mandates are not OVER!"

The language is not ideal. I quoted directly from the interpreter's translation, which leaves a bit to be desired. I'll be a bit more circumspect next time, I think.
