I dare not guess what it could have been . But underground power (urd) underground rural distribution, is the most dangerous thing a lineman can work on bc he's already grounded. Also city metro vaults in confined space. Electric fire is hotter than the surface of the sun.
You should see the site. To me it is a mess. I have a background in nat gas pipeline and live in the area. Dad was a lineman locally, and like you say, did not like rural underground. The amount of ancient old systems, abandoned farm crap and new infrastructure put in place with minutes on the dollar and imported labor is terrifying to me. Especially in that small area. I want to tell 2 stories but I have zero desire for them to knock on my door tonight and those stories would link me to employers etc.
