Not fully vaccinated includes individuals with one dose of the two dose series, no doses or unknown vaccination status. Individuals who are not yet eligible for the vaccine are also included

I was going to comment that the not fully vaccinated group probably includes people with one dose but then I noticed the asterisk which explicitly states it

This^^ is what makes the chart deceptive. The unvaccinated should, by rights, have its own separate column.

Were the "not fully unvaccinated" counted as such inside that fourteen-day period after getting a shot?
