OMG - 'This job is open to US Citizens, Nationals, or those who owes allegiance to the US' - sooooo, pretty much anybody?

Conducts or participates in surveillance, armed escorts, dignitary protection, undercover operations, execution of search and arrest warrants, seizures, etc.

So if an illegal crosses the border, "pledges allegiance", and gets an IRS badge, then that illegal can run around and get paid to shoot up and harass regular Americans?
