My thoughts: When Q says trust X, it means that X is going to do the biddings of the white hats. It doesn't mean X is a good guy, it just means X's words and actions are being used to work for the Patriots.

In case of Wray, it seems like he is - knowingly or not - doing everything he can to expose the corruption of the FBI.
