Oodly enough, Clinton did considerable reforms on the IRS, but I believe that was just because they were largely a conservative organization at the time.

Under Obama, there was the scandal, of the IRS being weaponized against political opponents. Unfortunately, Trump did nothing to fix the situation, so expect absolute hell.
