There is pretty good reason to believe oil is produced by an abiotic process within the earth. If this is the case it will always produce and deposit hydrocarbons in a natural process.

They federal government has been actively destroying the industry for decades. Under Trump, the US became self reliant for oil in less than 3 years. All he did was get out of the way and let them produce it.
