A working government, even one truly restricted by Constitutional bounds, does need to be funded, occasionally conduct investigations, and gather intelligence. I think that is what he means by starting over. We must dissolve the current infrastructure and somehow come up with a new, Constitutional way to accomplish these tasks.

We have 50 state governments. 50. We have so much government. How much do we really need the Federal Government? A few things. Not much.
Not much. The 50 states are stronger together, so they do need to be tied together, but the Federal Government doesn't need to be big at all.
