A way to "abolish the government" is contained in Article V of the Constitution. It gives the states the right to bypass Congress, hold a States' Convention, and make whatever changes it deems necessary.... from passing new amendments, eliminate other amendments (such as was done with the Prohibition amendment), and even curtail or abolish the federal government.
So far, the states have held off doing this, but it's a distinct possibility that enough will see the light to do so.
Seems as often as they try to fuck us a state convention should be held. In lieu of that a state can assert the people rights in their behalf. The state itself has no standing with out the people.

As of April, 19 states have called for a convention. I believe if 34 agree then one must be held.
