Apart from the obvious explanation that patriots are in control, I think it's possible that the Q drops work as a dictionary of sort for communicating with us or the DS. Perhaps the drops are filled with events, resources, ideas, things that have already happened and things they want to happen. When the time is right, Q picks from his library of resources to create a proof that best describes current events. Just like a dictionary, not all the resources (words) are ever used. Just like a dictionary you often reach for the same resources (words) over and over again to describe different things. Just like a dictionary, sometimes the word you need isn't available so you need to put WWG1WGA songs in your campaign videos.This would be similar to a serial killer using clippings from news papers to send untraceable messages to the authorities.
