Always remember that every time you save as jpg, even if you don't change any settings on the file at all, it will lose some quality.
In other words, if you save the same image 100 times as a jpeg with max quality, it will still show signs of degradation and noticeable rasterization now commonly known as Image Fry, which has become an art form in and of itself.

Once you do find the frame you're looking for, go back to the original source material and extract the frame as a png for best quality. You'll end up kicking yourself later if you find something good but posted the poorer quality when you could have started with the best sample.
