“Rat” = an informant who has infiltrated the DS sewer/swamp. She is feeding said “rat” intel when “nobody is nearby”, but the guards watch her all the time so it’s difficult to “come clean” (shower) or “flush” (disseminate) this intel. I also think A-17 is a mirror of 1-Q . . . or Q+. “Strange things happen when no one is nearby” - nobody expected she would turn on the DS. This is a woman who was under the thumb of some very powerful, deviant and evil people. She took the fall, and she promised she would tell all if they didn’t help her get off. I think she’s keeping her promise.
