Grief does wear a person down. Plus in her case the circumstances probably make her feel like now she is going to follow her mother. This sort of thing happened before vaccines. Instead of focusing on her past which can't be changed, try being helpful with "things you heard about for your problem" and get her to take vitamin D (protective against cancer as well as covid, don't even bring up covid), NAC (ditto, say it detoxes her liver which will make her feel better, still true), black seed oil ("a real wonder drug against allergies" and incidentally against spike protein, but don't bring that up either).
This is kind of what I mean. She's probably burned out on vaccine opinions and the whole thing with covid, not in a mood to revisit it or anyone who might be even thinking "I told you so," but there is still a chance that she still has some hope, some trust, and it can be exploited. Just have to find where that hope is.
I have a sibling who is the same way. Vaxxed and boosted to the hilt, she and her husband both got it recently. She tested negative finally after a while but is still coughing up a lung every time I see her and totally congested. "Long Covid" must be" she says. Sigh. Husband tested positive for 11 days straight a bit better now though. You can't say anything it just falls on deaf ears. She doesn't even see the insanity of the changing rules. She just looks them up and says, "We can go out now that it has been 6 days since our first positive test." I am the least paranoid person when it comes to catching a cold, but was extremely uncomfortable at dinner with her when she was coughing all over me, which was okay with her because "it's been six days." I think there's something in those shots that kills your common sense brain cells.

The why doesn't matter. Tell her Fauci takes 10,000 mg of Vitamin D daily, which is true.
