Can you file for a county you DON'T live in?

Just looking in Oregon there's a few counties nearby which aren't listed, but where I am is filed already.

"Oregon is among 42 states that did not require individuals requesting public records to be state residents."

It looks as though anyone can request Oregon records. My reading of my state's FOIA laws is the restriction is at the state level (any state citizen can request the records).
