The Weatherization Assistance Program she referred to has been around since 1976. It is administered through the States by different NGO's in each county. The process of qualifying is exhausting and has a high turn down rate, and the waiting list is in years.
And NO, Heat Pumps and Window replacement is not included in WAP. Insulation is included if your home was built with no insulation and misc. weather proofing, like caulking windows is included. Huge bonus though, you get free Smoke Detectors!
