They’re referring to masked individuals for security purposes, like an armed masked man.

Yep, when they first started the mandate in Chicago there was all this concern about blacks being targeted and kid you not that very week there was a story about a black politician in Chicago getting the cops called on him for entering the store with a coof muzzle on.
