Foreign aid is also Illegal. The original text of the Builders was very clear that the USA should 'trade' with other countries, but never be in business with ANY other country. If course that is simplistic but the meaning is America First and never OWE or allow another country to be involved with The US. Gov. That 'crime' is now rampant in our Gov.
