From one angle, this looks very incriminating.
But... the PPP loans were made available for everyone to apply... and it was free money if you were eligible... so if you were eligible and didn't take the free money off the table, then I don't know how else to say it other than you missed out.
Should the PPP loans ever been offered? Well, that's a different debate. The point is, they were offered, so those who played by the rules and took the free money benefited.
The ones who offer the money and the ones who (are even given the opportunities to) take up the said offer are the same criminals. It's like that Spiderman pointing to Spiderman meme. Or that Office meme which says "they're the same picture" (Corporate wants you to tell the difference between these two images).
I understand that they participated in a program that they approved. There is no getting around that--that is the way of capitalism: you create things to benefit.
Taking advantage of the stock market is where the criminal activity is. When government leaders do that based on insider info, that's wrong. That's an unfair advantage. The PPP loans were not an unfair advantage.
