This happened at work once. I know it is not a thing in the US but European countries have worker representation built into employment law and I was one so elected.
We prepared a report to employees one time and the HR/management would not let us publish it. Of course we asked why not and they said there was something in it which people could not get to see. Of course we asked "what?" but they told us they could not tell us what was the bad thing in the report. This wrangling went on for months and we never did find out. Eventually superseded by some more important issue.
My point being that having unlimited power to redact means you always win. If one day you don't win then no problem just redact the loss.
