QuidProJoe domestic and globetrotting corruption MO - disrupt and mess-up a market or a country or an issue, then re-configure, generally with large $ taxpayer funding thrown at the problem so that the 'big guy' and other corrupt participants [govt/agency/corporate employees or congressional members] have control and get their kickback/money laundered percentages, directed business, profits, etc. Create a problem, then create a solution that greatly benefits the corrupt.
