"Rig for red" is a submariner term. It's where red light is only used on the conn to prevent white light from being sent out the periscope. It's called when going to periscope depth to spy.

Not sure if that's the usage here.

....and to not interfere with night vision. Never thought about light travelling out of the periscope before.
