I'm not so sure it is that simple. Europe isn't as capable as we are, but surely able to send forces there. They aren't, either. It probably has to do with the fact that they've been running wars to grift, and you can't grift in this circumstance. Body counts are bad for them. Lining their pockets is good. No ability to line the pockets in this conflict, so no upside for them.
