Indeed. Funding is usually stripped from infrastructure to pay for the pet projects of whatever administrations is in charge at the moment.

9 times out of 10. Said project usually involves gibs or a stupid beautification/landscaping Job. With the contract normally going to friends of whoever is in charge.
