Simply put: Read about the constitutional Flag. Nothing may be added or put above to signify the Republic under the Constution.

The knob above is a spear tip in 3D = military.

The fringe is not per se admiralty law, as that is the law of the harbor and the coastal 12 mile territorial waters. It is a war flag. Meaning: suspension of contract. This resorts back to maritime law.
