That’s because it’s delivered through the State Department’s internal mail service which everything is under protection and receives special service. Sometimes called a “diplomatic pouch” from the old days of personal delivery, it can now encompass entire storage shipping containers. All under lock and seal, personally protected by State Department security forces. Makes you wonder eh?
