He had no choice really. The treaty he had with Japan required it. Japan was also supposed to open war on USSR but saw they done fucked up once and went nope.

Interesting fact: I was told by a Japanese ww2 vet that it wasn't the nukes that put the final nail in the coffin but that Russia was about to join in and split the islands.
