I don't understand the phraseology. Does "3rd grade" mean inferior? And what are "cooties"? These must be local words because I've never heard them in the UK.

Cooties are a made up thing that little boys and girls each say the other one has. Cooties are the source of the opposite sex's grossness before puberty hits and they become attractive.
